I think it is false. The most evil acts are usually done in the name of virtue. I am certain Hitler believed what he was doing was good and noble, although we see it as evil he would have never thought this.
The 9/11 attack was carried out by madmen who believed they were aiding Islam, even though their actions were seen as awful by most Muslims.
People don't usually do really bad things because they are evil people, it is because they lose sight of the consequences of what they are doing and don't think enough of the perspective of others.
I think thoughtlessness is the main cause of evil.

No. yet as an in the past answer mentioned evil doers are evil thinkers. If somebody desires to fantasise evil deeds that's greater powerful that than performing it out truly. we've not got theory police, yet!!

The whole concept of evil suggests that there is a known boundary from which that is deemed good crosses and becomes evil.
Typically it may be based upon social morality - yet these change like the seasons.
Before you can answer the question you first have to prove 'evil'.

Every deed starts with a thought. But we have the choice whether to follow through and make the thought a deed. I think we all have evil thoughts sometimes but that doesn't make us evil people as long as we realise it's just an impulsive thought and won't be carried through because we feel guilty for even thinking such thoughts. We all have the potential for evil as we all have the potential for good.

False. thinking about doing evil thing is just that. thinking, it is part of a thought process that one goes through before sanity and wisdom takes over. also the thought of consequences as well and stops you actually carrying it out. However seeing or thinking too much about doing evil things can make one familiar with it and then become blase about it and consider it a natural state of affairs, then the self control may weaken. this is why too much tv and horror movies is not good.

Since 'evil' is entirely subjective and is a value judgement only, the statement is meaningless. Neither true nor false.

Not true. I have evil thoughts all the time, but I dont act on them. You could even reverse the question, and I still dont think it would be true. Example...Hitler. Not to defend the guy, but I think he thought he was doing good. Of course we all know to the contrary.
