I think there is a moral duty.
I assume you mean reporting that someone else is, I cannot imagine a pervert saying "I have an moral obligation that compels me to tell you, I am pervert!"

yes! i hate creepy people. A couple of days ago this guy kept sending me emails asking me to break up with my boyfriend, and then he told me that he knew everything about me and was in love with me. I was really freaked out.
