Okay, the problem is either your skin or the type of makeup you're using. Here's what I'd recommend for either:
If you have dry skin problems, exfoliate daily, and use a light moisturizer, and use it before applying makeup as well, because it keeps makeup from clogging your pores when you're applying and helps you to blend the foundation better at the same time. Don't use those liquid-to-powder concealers, because they will only make it worse. Use a liquid foundation, apply with a slightly damp makeup sponge, apply it very thinly, and then concentrate on problem areas after. Make sure you BLEND well. Don't apply it thick, because that will dry out your skin, not to mention it will look very obvious. Set the foundation with a translucent powder, that will help prevent the makeup from drying out and keep it from looking cakey. Hope that helps. Good luck! :)

dry and oily? uh oh.. u may need a moisturizer specifically for combination skin.

then u need to exfoliate like 2 times a month.. that's the key to smooth application. try this home mask: get a bottle of uncoated aspirin @ wal mart for like $1.00. take 4-5 pills, drip some water on top, they will soften. add a squirt or two of Cetaphil cleanser OR honey. mix, and rub onto clean face. keep it on for like 30 min or longer, wash w/ warm water. moisturize afterwards!!!

you are doing the right thing by applying moisturizier under ur makeup. also, apply ur foundation w/ a Wet Sponge..... also u can try mixing ur foundation with lotion together and applying w/ fingers.

good luck~
