He said he wanted a volunteer civilian reserve with training in case there was ever domestic or foreign need for it.

HE SAID HE WANTED TO CREATE A CIVILIAN SERVICE. THIS IS WHAT HE SAID.

A second task we can take on together is to design and establish a volunteer Civilian Reserve Corps. Such a corps would function much like our military reserve. It would ease the burden on the Armed Forces by allowing us to hire civilians with critical skills to serve on missions abroad when America needs them. And it would give people across America who do not wear the uniform a chance to serve in the defining struggle of our time.

ONLY WHIMPS GET TERRIFIED.

Here's the salient passage:
"A second task we can take on together is to design and establish a volunteer Civilian Reserve Corps. Such a corps would function much like our military reserve. It would ease the burden on the Armed Forces by allowing us to hire civilians with critical skills to serve on missions abroad when America needs them. It would give people across America who do not wear the uniform a chance to serve in the defining struggle of our time."

I would think this might include medical personnel, translators, construction, etc. But I haven't seen any info on this.

Before you panic, listen to the facts. Not terrifying or even a little scary, not all that brief and was pretty clear what he was talking about. Nothing new, already happening. If you really want to be terrified get a load of 'NIKI's' answer. Him and people like him show how far the 'DUMBING DOWN OF AMERICA' has progressed and that's terrifying!!!!

Here comes the latest conspiracy theory, it's volunteer. He was pretty much talking about the reserves. Don't get the tin foil in a ruffle, boot thugs will not be kicking down your door and force you to go to Iraq, even though i know you would like to think that

Yeah, I heard that it is terrifying but he is a complete terror. I haven't heard anyone on the discuss that but I maybe wrong but I think he would to go before Congress for a vote for that misdeed.
He is completely gone nuts or rather was nuts when the Supreme Court inserted In to office. He has never a legal President he lost in 2000 and also in 2004 and he stole the election not once but twice.

There are plenty of civilians being used in Iraq. Companies like GE, & Haliburton have been on the ground there since the beginning.

No..he was referring to private contracting companies, which have been there since the early 1970's. The only 'new' thing, which wasn't new, was the mention of private security ramp up.
The private security firms have also been there, and most of the rest of the world, since the 70's. It's good money, but not worth the risk IMO.

I heard him talk about something like a civilian national guard which could be a good idea, however, not to worry, I don't think they'll be putting you in a tank in Baghdad anytime soon.

He already is. We always have. cooks, supply people, aircraft meachanics, et cetera. I was in the Marines in the 80s and there were always civilians overseas working in non combat roles.
