Is it time Usa forgives the terrorists, call it a victory, pull out of Iraq and do something it should have done in 91- declare its neutrality and stop forcing itself to be the "world police"?

You do not forgive acts of cowardice until those cowards ask for it. It is not wholy our fault that they hate us. What they ought to do is look at the leaders of their own countries is they wonder why everything is so bad for them. Why are you living in huts, and riding on horses when the rest of the world is living in mansions (comparatively) and riding around in air conditioned cars? Maybe its because of the wealth disparity between the haves and the have nots in that area. Americans think the wealth disparity is bad here, well they have no f-ing clue.
I agree on our neutrality. We should work at home to fix our own problems as George Washington said we should in his farewell address. We should lets these idiots kill themselves off and forget about it. This will happen soon enough when the oil runs out because who the hell needs a place that is all desert? Which again comes back to the wealth disparity in the region.
If the populous of those countries would realize who is really hurting them (the ruling class) they might actually work against their own and do our work for us. But as long as they are fed the crap about how its our fault and not their own leaders, they will continue to hate us so we might as well leave them alone to wallow in their own sorrow. When they try to come to the U.S and attack us, we take them down with no mercy, but we don't need to be doing it there. Thanks and have a nice day.

I'm not a proponent of the war. The US should never have been in Iraq.
However, over 3,000 Iraqis are dying every day, thanks to the civil war brought about by the US smashing the existing political infrastructure of the country. What about responsibility to clean up the mess that the US created in the first place instead of running away?
Pulling out could also mean that a despotic and even more radical government would form again in Iraq, and things would only be worse off than they were in 2001. That's just one reason why the US should not have been in Iraq to begin with.
The terrorists don't care about a US pardon. It would be very vain for the US to forgive terrorists because "forgiveness" is not something they seek from the US. If the US pulls out now, it would be, in the eyes of the world, a result similar to Vietnam. Call that a victory or defeat as you might. And Americans (despite what they say today) may actually not find that palatable when it comes to pass.
Pulling out of Iraq would mean that the US will not inflame the Middle-East passions anymore. Pulling out may also eventually allow the local forces or Iraq to come into equilibrium. Without a better diplomatic plan, the US is arguably not doing much good there anyway.So from that point of view, the US should exit Iraq.
As for being the world police, I think of the police as being a good thing that upholds law and order. With the military and economic dominance over the world, people expect America to broker peace. However the trouble with Iraq was the US became more a "whimsical world bully". That needs to stop.

What kind of "significant changes" is the US a threat to? You don't just "call it a victory" you have to actually have a victory. And no, it is not time to "forgive" terrorists.
The US doesn't force itself to be the world police. The rest of the world forces the US to do all the jobs they don't or won't do. For example, Sudan. The world community refuses to take any action and instead is looking and waiting for the US to go in and solve the problem. If other countries would step up occassionally, the US wouldn't have to all the time. And no, the US will NEVER be "neutral".

There is a time and place for forgiveness. However the Untied States is often cited with two modes: All out and Ostrich. The US is currently in All out mode and with good reason. There is no declaring neutrality against terrorism because there is no neurtality when something is attacking you. Although the US hasn't been attacked in 6 years many potiental attack were stopped thus continuing the cycle. So sir/madame the time for forgivness is not now.

Never...terrorist are terrorist...They migh will be ok for a few years but is because they are organazing or better say they are planing a better terrorist attacks they all want to have Americans in a terror living that is what is their believes to get to power...They don't know another better way to get in to power so they do teach their own people to be what they are now...They don't know better ways to live like live on peace terrorist are terrorist...If you get an a terrorist and teach him that is better life and teach them what they are been told since they born is not truth then maybe they will be ok other wise they don't...

I would think that after $400,000,000,000 in war costs, the terrorists would be to afraid to pull another stunt like 9/11. I mean, that's if Bush is really doing what he claims that he's doing.

Yes it is! it's getting rediculous... especially the stupid speeches that he gives... the war isn't helping anything, it's just making matters worse. We're losing more and more people each day. We need to be peaceful already and stop starting wars that we really shouldn't be involved in!
