Well Janet comes from the musical backround and one of the most famous musical families. She can dance - her singing style is okay but her dancing style really emulates Michael alot.
Madonna - more of a pop icon. Her style constantly evolving. Her talent is more raw and edgy. She is a helluva dancer and as far as her singing goes - more powerful than Janet but she is just okay in that department too.
They are both great entertainers and have the ability to keep their audience and fans captivated.

Well Madonna will be known always for many different songs and such.
Janet will forever be known as the Wardrobe Malfunction and the weirdo's brother.
I'd go with Madonna.
