Each ninja has something special about them that makes them stand out. Sasuke's Sharingan, Rock Lee's determination and taijutsu skills, Neji's Byakugan and Shikamaru's high IQ. In Naruto part 1 I would have to say that Neji was stronger. But in Naruto part 2, Sasuke is definitely stronger, there is no doubt about that...

i hink i'll have 2 tie with Neji Hyuuga and Sasuke Uchiha since they both have bloodline limits and it is said that the sharingan evovled fom the byukugan. And plus they are both good ninja i read on winkipedia(sp?) that Neji was the first to become a jounin almost mastering his bloodline limit the byakugan

well you didn't put naruto but that ok and each have their qualities such as sasuke has the sharingan that can copy jutsu an see a little in the future also it can even supress narutos kyuubi chakra and rocklee has extrem power and detirmination to prove to everyone that his type of fighting is just as goods to become an awsome ninja ans neji has the bakuya eyes that show the points in the body and even all around him like 360 degrees and shikamuro has one of the best analyzing skills amongst all the ninja he can almost find anyway to defeat a ninja even in the midst of battle but sasuke is a good choice or shikamaru even if naruto isn't in this one

Well, I'm gonna go with Shikamaru, mainly because he's my favorite character (right behind Kakashi). He's got such a talented, strategic mind. He can see around so many corners and see a way out of any situation. Plus I LOVE his shadow possession jutsu.
