Only high levels can enter the Outlands (level 58 and up) but there are two new starting zones for the new races, and they have added some quests in other areas as well. Plus, any character that can make it to the Exodar can learn jewelcrafting (the new profession) so there is a lot of new stuff even if you aren't a level 60.

You can create new blood elf and draenei characters that start at level 1 and have new starting areas. However, if you don't want to create a new character at level 1 and you also don't have a level 60 character, you really won't find anything to enjoy. You need to either embark on going from level 60 to level 70, or start on level 1 with a new blood elf or draenei character.

No. There are two new races available from level one. Slotted items and gemcrafting should be available early too. The new races have their own newbie quests as well.
