You can purchase spikes and/or wires to use to keep them off.
The spikes don't harm them they just prevent roosting and landing, they are fixed using a Silicon Sealant, you should be able to look them up on the Internet.
It is Illegal to shoot certain species of Seagull, and it is worth remembering that you cannot shoot any bird unless you have due cause.(These reasons are very specific and you will need to seek advice, although shooting Seagulls will NOT solve your long term problem, others will take their place)
Using Decoys will only work for a short period

Fishing line, they HATE fishing line. Just tie that almost invisible fishing line about 6- 10 inches above the roof. They hate the stuff.
If you are really serious, get a dead seagull and remove it's wings. Tie the wings to the fishing line. This sight will strike fear into even the most determined seagull.
those plastic owls do nothing , I hae seen a herring gull perched ON TOP of a plastic owl, s hitting all over it.

Buy a shotgun, shoot the gits if u get one alive, stick a banger fireworl up its jacksey light it and i bet he or his mates will steer well clear of ur house or even street. I have had terrible trouble with these dam pests, damaged my cars paintwork, they have attacked people in the past and the council ordered a kull on them.
Ps, I am an animal lover, i hate these birds but although i said what i said, its only in fun, but they do get u mad at the damage etc they can and have caused, apart from frightening them away I wouldnt harm them, its just when u get mad at the damage etc caused u want to get ur own back, only prob is, u attack them, they have more mates than us, next thing u get 633 segull squadron crapping all over u and ur property, ever noticed their call? sounds like they are laughing at u.

There is a company called Nixalite. They sell what is called "bird stop" It's a strip with wires poking up everywhere. It is attached to your roof and the birds cannot land on it. It's very effective. We have installed it on several of our clients roofs.

This is against the law..... But I know for a fact that if you give a seagull a tablet of alka-seltzer it will explode. Because It has like 70% Water in its stomach. That may be messy though. Good luck with that!!

I've seen the lights on the beach had a lot of thin metal needles, which prevented birds from sitting on them.

Whatever you do, don't hollow out bits of sausage, put an alka seltzer in, and throw them to the gulls.

Birds don't like moving things. Put something up there that will flap around in the breeze or bob around like a balloon.

WELL IF YOUR NEIGHBOR IS FEEDING THEM, THEY WILL KEEP COMING BACK..... THERE IS PROBABLY NOTHING YOU CAN DO......YOU COULD CALL THE GAME WARDEN AND ASK IF THERE IS ANYTHING TO BE DONE....OR GO BEFORE YOUR CITY COUNCIL ABOUT THE NEIGHBOR FEEDING THEM AND MAYBE GET AN ORDINACE BANNING THE FEEDING OF THEM OR DO AS ONE PERSON SUGGESTED ABOUT PUTTING SPIKES ON YOUR ROOFS TO PREVENT THEM FROM SITTING
