Not quite the same. Both are large beauty product stores but Sephora carries the high end brands like Laura Mercier and Makeup Forever. Ulta has their house brand and drugstore brands like L'oreal, Cover Girl, etc.
Both carry the mid range stuff like Urban decay or Bare Essentuals. Better or worse depends on how much you want to spend. You can shop both on-line.

They aren't the same, which is "better/worse" depends on what you're wanting and which brands you like.

Sephora is the makeup junkie's heaven. It only carries department store/boutique brands of makeup, skin care, hair care, and fragrance (along with their own brand). If you want to play with tons of cosmetics, go to Sephora!

Ulta is more like a super drugstore with a salon. It carries drugstore brands as well as SOME department store and boutique brands. They carry every type of product Sephora does plus general health and beauty products plus nail polish, some accessories & general beauty products (stuff like emery boards, cotton balls, lotion, etc.) and a salon.

i think they are similar, but not exactly the same. ULTA carries lots stuffs including hair shapoos, and sephora carries most are makeups, fragments, stuffs more expensive.
