You have to consider the cost of living. MS may have the lowest per capita income, but it also has a very low cost of living. $20,000 would go much further in MS, than would $29,000 in HI.

What is your definition of poorest state? Maybe per capita income. I did not look it up but I think my guess would be West Virginia.
