What country's court system are you interested in? I know lots about the England and Wales system but don't know if that's any good to you.

In America any reform to federal law must be addressed in superior court. Exceptions to this rule do exist .Presidential privlage can result in an executive orderof institution. Rarely is this option exersized but it can be held up to congressional review with revocation a very possible action. The supreme court has eventual determination, as it's main function,in these challenges to our constitution.
