The wattage rating just states the maximum amount of power you can draw from the supply without overloading it.

This is the RMS (Root Mean Square) power, nit the actual peak power.

It will not make your computer any better or change anything.

As you add more hardware to your computer at some point you have to upgrade the power supply to provide sufficient power to drive your computer components.

If you can keep the 400W supply, it would not be a bad idea.

Power supplies are valued based on two things - their wattage and their manufacturer. 400 watt power supplies will allow you to run more stuff in the case. With the same amount of stuff they will tend to run quieter, cooler, and more smoothly.

However, check who manufactured each supply and google them. If you can find a real website with real support in readable English, I would keep that one. Often the power supply you find in cases is the cheapest possible and it tends break down sooner than most other components so any step above a generic supply may be good.

I'd keep the 400 - it is more powerful and can run more hardware than a 300. Each piece of your computer uses power - hard drive, CDROM, motherboard, fans, processor, floppy drive, etc etc. So the more power you can supply to them the better your PC will run.

Well it depends on what all you are running on. Either one is fine, but i recomend the 400, just because you'll be able to make a better computer. If you are aiming for a cheap machine, then the 300w will work fine.

The more power the better the computer will handle large workloads, such as intense gaming. Some video cards now even have a power connection plug to power their fans. If you are just using the computer as your basic home machine, 350W is about average, but 400W is even better.
