Aww hey dont worry, its normal to feel shy or nervous around your crush. You just gotta figure out if he´s worth taking a risk for and then if you think he is, just go up to him and talk to him. Start with "hi" and then maybe ask him out for a cup of coffee or something like that. Im sure that once you both get talking a little more and get more comfortable being around eachother, you wont feel so shy anymore.
I wish you the best of luck, i really hope everything works out for the both of you. :)

If you truly love him then there is no reason to be shy if he feels the same way. Just break the ice. Cook dinner for him or bring a bottle of wine and a board game over to his house and hang out one night. Another good way is to have your friend ( his neighbor ) invite both of you over for a dinner party or something.

you could make a man's tee shirt with writing on it "you're neighbor is shy, but what the heck, she wants to take you on a date to subway sand. on say Wednesday night at eight, if not, leave me a note on the mailbox what night is good...I like your warm smile, I'm just shy, forgive me". Then make some red velvet cup cake's, with Philadelphia cream cheese icing. you can find that on the web. place the hand painted black tee shirt (all guys like black T's) with the cup cake's in a basket wrapped in cleaphan colored wrapping paper, and leave them on his door step, with a couple of balloons, not fancy, just fun stuff. So, you're out thirty bucks plus a sandwich or two at subway's. He will go or won't, might have to wait a bit longer. but no phone number, just a location and time to meet you. that way nothing is watched by neighbor's or family....good luck...

Ask him to go for an ice cream with you. Find out what his likes are, something you have in common, somthing you can do together. Play Monopoly. Something! I had the same problem with a girl who I liked years ago, and lost her to someone else. Been regretting it ever since.

One of you has to get over the shyness and be brave. Either that or live without him. It sounds harsh, but its the truth no one can do it for you. I'm sorry its causing you such pain but I think you'll find that if you're brave, he'll be brave and if you and he really feel how you say then I think you'll be pleased with the prize for being slightly forward.
