You need to physically attend at the council offices. They will probably assign you a housing officer who will assist you with submitting a homeless application and will go over all housing options with you.

That way you'll get advice on your situation and on how to fill the form in.

If you send a form in they'll just ask you to come in for an interview anyway, so you're better just getting it over with.

Most local councils also have an emergency number you can call, if you are homeless right now. It should be on their website.
