What is the legal age( in England) that a minor (under 16) can look after a sibling(aged 10) during the school holidays.

There is no legal age but if the younger child came to any harm while cared for by another minor the parents would be open to a charge of neglect.
It's a very tricky situation and really depends on the children involved.

Ah. Any person having attained the age of 16 years having care and custody of a child under 16 years of age, allows that child to be injured....What it means is, If an adult exposes a child to danger it's an offence. So if you let, say, a 15 year old babysit and the baby comes to harm, the adult gets done not the 15 year old babysitter.

There is no such legal age limit, any more than there is a minimum age at which a child can be left alone. It is for the parents to ensure that whatever arrangements are made are safe and reliable, as they will be ultimately responsible if any disaster occurs.

it depends on the maturity of the children involved and the availability of adults to assist if needed. Also if the parents are willing to take the responsibility.
