The best things to use would be used tea bags.....cooled off obviously! Also, cucumber slices work well. The best, but nastiest way is preparation "H".....it's a hemmeroid cream, or ointment.....works awesome though!!!
If it's not puffy from partying, or lack of sleep it could be a stye, or pink eye...if it's a stye, rub a pure gold ring band, like a wedding band over it...if pink eye you will need eye drops...

If only one eye is puffy it could be something serious.Maybe infection or something.U could have got something in it.I know when my eyes were puffy I layed down and put cold cucumbers on my eyes for about 15 minutes....IT helped some what ,then they went down in time. They also have in the beauty section at stores a eye mask that u can make cold or warm and place on your eyes.Good luck!!!

Do you know why it is puffy? Ice, or a cold tea bag may help. I would go to the doc's if that doesn't take the swelling down.

Cut a cucumber into slices and stick them in the freezer. Lay down and place the cukes on your eye lids. Should help and feels really soothing.

Check with an opthalmologist just in case you might have a potentially threatening eye condition, it could be a reaction to the brand of makeup you are using, or eye liner, shadow or mascara.
