You would be surprised at the number of men that wear panties. I don't think there is any harm in your husband wearing panties. As long as his panty wearing is just between you and him and it is not interfering in your daily lives it is okay. Giving your husband a spanking could turn him on and lead him to sexualize his panty fetish (wanting to be spanked all the time while wearing panties). No its not weird i see you have an assortment of answers on here but my opinion is he wants to be your sissy maid then go along with it how many times do you really get to be able to boss him around and he as to do what hes told that means anything from doing the hoovering to letting you be a bad girl a mistress letting you work off all the fustrations of work etc and letting him do everything for you

I'm also a crossdresser. Most crossdressers are heterosexual. I'm married with kids. I have no interest in being with a guy.
My wife knows about my interests and in fact will buy me clothes once in a while. He probably isn't a "sissy" in real life is he? Afraid to go to the mail box at night? He may have this fantasy as a soucre of balance in his life, A time to hand over decision making to one he loves, to serve her and be helpfull and submissive to her. I don't think he's a sissy. I think he probably just has a real kinky mind. I mean if he's happy let him, but if your annoyed or creaped out by it then you should acknowledge it to him. That what he is doing is creeping you out. Then you can resume to fix anything wrong in the relationship.
