I would line the top with black liquid eyeliner, and then lightly line the bottom with a pencil eyeliner. This way, your eyes will stand out, not your eyeliner. You can also line the bottom with eyeshadow for a smokey effect.

If you want your eyes to look a little more open and vibrant then I would use a liquid liner on the top. Start with it being very thin and once past the middle of the lid I would widen the line a bit and end it with a slight up stroke at the end so your eyes look open and going down like a frown.
Then, with a pencil liner I would line the inside of the bottom liner but starting slightly before the middle of the lid (not from the point that touches your nose.
I would also try some earth-tone eyeshadows that are neutral so that you can wear them with any outfit and that blends well if you want to add a splash of color that matches the outfit you have on for that day/evening.
I would also consider wearing a light coat of mascara. Nothing too bulky though, just a touch for the perfect finish.

Depends. Lining the top and bottom (and/or the inner rim of your eyes) will make them stand out but they'll appear a little smaller. This is generally what I do when I want my eyes to take center stage. I use Almay's black liquid liner on the top, and I'll make the line just a tiny bit thicker towards the outside corner of my top lid and draw it out just a little further than the lid. On the bottom I dot the liner between my bottom lashes and then line the inner rims of my lower eyelid. Then I curl my lashes & put on mascara, using an extra coat of mascara on the outer 1/3 of my lashes.
For a daytime look, I would just stick with lining the top lids just above your lashes. I will still make the line a little thicker at the outside and use the mascara trick.
Black liner is good for nighttime and drama. Try a dark brown or gray for day (Rimmel's pencil in Panama or Clinique's Brush On Cream Liner in Smoke Gray). If you have any hazel or gold in your eyes, MAC's pencil in Bountiful Brown is pretty also.

I am a makeup artist and any color in the purple family will make your eyes really stand out because it's a complimentary color to green. If you have large eyes, you could line both the top and bottom . Keep it soft and smokey. I like to blend a shadow on top of the liner. If your eyes are smaller or set close together, just do the top. Never do just the bottom.

My eyes are almond shaped, but they are big. Lining the top makes the eyes bigger. I use an ultra thin line on the bottom lid and smudge it lightly to get the smokey-eyed look. I usually just use shadow on the top.

Line the top of the eye with dark almost black, brown eyeliner to the eyelash, then the bottom lash. Use a pencil, as wet eyeliner is too, bold like, hooker-ish looking. Use a black mascara. water-proof on the lashes.
Brown/Black Combonation will look AWESOME with green eyes.

If you have big eyes I would like both. If you have small eyes I would line only the top. Since, you have green eyes I would also use mascara to draw more attention to them.

I find that thinly lining the top only is very sexy and brings out my grey blue eyes. I feel lining both top and bottom to heavy adn just bottom tooo 80's

I always line the bottom only... and wear alot of mascara!! it will open your eyes more and the mascara will draw alot of attention to your eyes!! and try brown eyeliner instead of like black or whatever!! lighter colors will bring the green color out!!
