Try carrying an audiocassette recorder/player with you and turn it on when he is in the room. If you can capture some of the more bizarre statements, you can take them to the dean or your supervisor. While the recording might not be admissable in a court, it might get people to listen to your concerns a little more seriously than when they only have your version of the conversations.

The guy sounds like a nut. I would definitely report him to Security and to your boss. Your employer is obligated to provide a safe working environment for you, however, they can only do this if you bring this behavior to their attention. They probably don't know about it, or can not tell how he is making you feel. Also chances are if he is offending or scaring you, he is doing the same to others there.
I would also make sure this guy knows that you are not interested in speaking to him. Don't even entertain a conversation with him. He sounds crazy and may be mistaking your fear, kindness, and toleration of him for something else. I am not saying to be rude or bring him to defense, but don't be afraid to be stern or remove your self from the situation.
Please, Please, Please don't ever underestimate what people are capable of. Err on the side of caution. Good Luck, and be careful!

Don't even be polite to this man! Walk away... and if he seems to be following you, tell the person that's in charge of the computer lab. Chances are good that he's bothering other people too... your complaint could help to get him kicked out of the computer lab. Hope that helps!

Whenever he asks you something, respond with
unfriendly voice. Nothing aggresive - just cold and unfriendly and as laconic as possible. Also stare him with unfriendly face when communicating.
Soon enough he would either confront you, in which case you switch to aggressive tone and tell him to f..ck off or he'll just f..ck off by himself.
Don't fantasize about serial killers - you are watching too much TV...

My guess is that the guy is gay. He has all that repressed sexuality and doesn't know how to express himself. He is probably trying to make conversation and to skirt the issue of your feelings on gayness. (ie. "How do you feel about Jewish people being killed by Germans? Oh yeah and gays too?")
I would confront him directly about what he wants. Something like, "Hey guy, Is there something I can help you with? I have work to do please leave me alone."
