I've had a couple done at Sephora and no you don't have to buy the products. When you get there tell them exactly why you're there, what you're looking to get from the experience and what products you currently use. Tell them what kind of look you want and normally wear. They'll also give you a sheet afterward that shows what products were applied and where.
Bottom line talk to them and make sure you're upfront about not making a purchase at that point.
Since this is a concern for you, I would give the store a call and let them be aware of that fact as well, just to make sure before you get there is there will be an issue with that, if there is, cancel the appointment while you're on the phone with them.

Any good makeup artist or consultant will take into consideration what kind of look you are hoping to achieve and what you are comfortable applying. Tell them you want a natural, daytime look and some advice in covering your dark circles (sounds like what you're after). If you want a drastic makeover, they can and will do that.
Don't be afraid to tell whoever is helping you exactly what you are looking for and what you like or don't like. In my experience they tend to like to push Bare Minerals on people, but there are a lot better things out there.

Be careful, they do this to sell you as much as they can and you will really feel obligated to buy many items they will suggest, plus Sephora is very expensive, every time I go there I easily spend $ 190.00 and over, just for a few things like 5 things, the best concealer for dark circles is the Shseido 14 is the best, but that's all you really need, try it while you are there, all their products are so pricey, sure they have nice stuff but it costs way too much.

They absolutely do offer free makeovers with professional consultants, and no you're not obligated to buy anything. I can tell you from personal experience that they get really busy during the summer and especially on weekends. If you call ahead you can schedule the appointment so that you don't have to wait. Other places that offer makeovers are Christian Dior, Lancome, and Clinique counters at Macy's/Marshall Fields. In fact, I've found the Christian Dior artists are extremely well trained and do absolutely wonderful makeup. Again, call and schedule a time to meet with someone so that you get their undivided attention and they know what you're looking for before you get there.

Just tell them what you like but if you don't they will show you loads of makeup that's expensive. They will show you the day-time and night-life ways of doing your makeup. Any questions you have about applying makeup, they will show you. And you are not obligated to buy anything. But believe me, you will be tempted because they apply the makeup so well.
