full 40 hours a week? Is a full time hourly employee guaranteed 40 hours a week?

i am not sure about that but last week we had some bad weather and if we missed work we had to make it up within that work week

In the US then there is no guarantee at all. If you are a union member there may be some redress in the collective bargaining agreement, and if you are "exempt" then you are salaried and the question is moot. As an hourly employee you are out of luck.

If you are a temp - the answer is yes.
If you are on contract - the answer could still be yes (see the terms of your contract).
If you are a permanent employee (received an offer letter stating terms of employment and number of hours - which was signed by them and you) - then, no.

Sounds to me like you need to look for more stable employment.

Yes, Unless you have a contract with the employer or some form of guaranty in writing. Calling a job full time is no guaranty of fourty hours work.
