The birthday is my friend's and she is trying to figure out a theme for the party.

It may be too late if you plan on hiring a band or renting a hall, other than that you should be fine.

A month should give you enough time to plan the party, decide what you want to do in the way of entertainment, food, games, etc., and send out invitations. You can have either a simple gathering of close friends, or a big bash, but the simpler the party, the more time you will have to really plan it out and make sure your guests enjoy themselves.
