wax it.. you can try sally hansen hair removal wax. you just heat it at a microwave then apply it to the area, upon drying, remove it fast because it really stings. the directions for use is also included at the box, just read it. its affordable if you would ask.
no it will not cause redness for days, just a few minutes then it will disappear. try it!

One at home solution is to use a depilatory designed for the face. The down side is that a depilatory can irritate the skin and it can feel weird on the upper lip. Plus it may also smell a bit.
You could go to a good, experience aesthetician to have her upper lip waxed. It will grow back finer over time. If you have sensitive skin let her know and ask for a cold wax.
It's a good idea to have a soothing balm on hand for afterwards. Kiehl's Lip Balm #1 & Aquaphor Healing Ointment are good. You can apply a cold compress and then the balm to sooth the skin.
Waxing isn't all that bad but it takes some getting used to. Also, your upper lip is sensitive and might be a little dry afterwards and these products are the best I've found.
Some people prefer hydrocortisone cream, Neosporin or aloe gel.
Note: people using Retin-A or Differin should not wax. These medications thin the skin and waxing could tear off top layers.
Although there are wax strips designed for home use, I don't recommend inexperienced people do this. It is important to take the strip off in the correct direction and you want it to work the first time. Practice may make perfect but you'll have red, blotchy skin.
Threading is another good option. It can be hard to find a salon that provides this service since it's relatively new here.
A permanent solution would be laser removal. It is supposed to be better than electrolysis.
There is also a prescription product called Vaniqa. (http://www.vaniqa.com/?cmp=knc-vu9763023...
Avoid shaving. It doesn't make hair grow back darker or thicker. It just seems that way because all the hairs grow back with a straight tip and create stubble.

Try your local drugstore...CVS or Walgreens. They sell what are called facial hair buffers. You just "buff" your upper lip in small circular motions and it removes the hair. This is a temporary fix, however, but the buffers are quite small and can be carried in your purse or pocket conspicuously. Because it's blonde, I don't think that bleaching it would be a good option, but if it truly bothers you and you run out of options, make an appointment with your dermatologist, as he or she may be able to offer you long term or permanent relief from this issue.
Laser Hair Removal can be painful, and oftentimes is non effective long-term.
Shaving is not a good idea for your face unless you are male...ever.
Depilatories are very harsh on your skin, and can cause the skin, especially around your lipline, to become irritated and break out.
Nair has come out with a newer product that comes in a yellow box. They are facial hair removing wax strips, and I've found they work wonderfully! Be sure to follow the directions, though, for you don't want to cause broken blood vessels, which would only bring more attention to your lip. They provide azure oil pads with the waxing strips to soothe the skin and help reduce inflammation and irritation. Each box goes for between $5-$8.
Good luck!

Bleaching doesn't look good... Waxing hurts, especially on your upper lip... I use Nair, it's a hair removal cream, I leave it on for about 4-5 minutes and wipe off... Works Great!

I have had electrolysis for my unwanted facial hair. It has taken many visits over several years but the hairs are gone.
Every once in a while new hairs to pop up. About every 6 months I go for a 15 minute clean up. Each visit is about $25.

You could possibly try laser hair removal. Usually this only works with people with darker skin (or maybe I should say, doesn't work on people with fair skin as well) and with darker hair.
It can possibly be permanent too. So even though it could be a little pricy, it might be worth it in the long run to not have to hassle with it repeatedly.

I use Sally Henson's facial hair bleaching kit. You can wax but it hurts alot and the hair will grow back thicker.
You can also try electrolysis, but it's expensive. I spent $300 on it and it didn't work for me.

go to a salon in your area and get it waxed. They know exactly what to do and you will just go in from time to time to have it re-waxed when it grows back a bit.

Sally Hansen has a product that is sort of like Nair if you don't want to wax.
