I can't return the gauge mount since it was a gift from my father out of state. The diameter of the holes is larger than the diameter of my risers.

Try some large rubber grommets. They are made for lining the hole in sheet metal, so the edges won't cut the wires/hoses that past through the hole.
They have a slit around the outer circumference that fits over the sheet metal edge of the hole to hold it into place.

Get some thick washers the size of the riser bolts(possibly split/lock washers). Grind them until they fit inside the mounts holes as a bushing or spacer .Then use an oversized flat washer at the bolt head to cover spaced gauge mount holes.

Try finding some metal tubing with the O.D. equal to the size of you gauge mount holes and the I.D. equal to the size of the riser bolts (allowing for some clearance, of course). Cut the tubing to the appropriate length and use the tubing pieces to take up the "slop".
