Bury chicken wire under the top of the soil. Your flowers will grow through the mesh, but the cat won't be able to dig a hole properly and find a different site as a litter box. Pepper will probalby work, but if you live in a wet climate like I do in Oregon, the pepper doesn't last long enough. The wire eventually needs to be replaced, but it lasts for a few years.

I grow organic vegetable from my farm. I plant garlic cloves around the edges of the crops. Also plant onion bulbs to control rabbits , deer and Ferrel cats from going in the vegetable patch.

Best is Chyenne Pepper ( you get them cheap for these purposes at the dollar stores) or orange or lemon peel (or any citrus for that matter), they HATE the smell, plus its good for the soil
Also wind chimes work well too, cat's like it nice and quiet when going to the bathroom

Simply sprinkle the top soil of your flower box with chili powder.
The cat steps in it and then licks his paw.....last visit to flower box!!

If the pepper doesn't work, garden centers and online stores sell these things that have spikes (not harmful) on them. The cats can't find a place to walk so they look elsewhere.

sprinkle black pepper there every couple of days. It will deter the cat, but won't hurt either the cat or your flowers.

There is a spray that can be bought from pest control outlet. You spray near the tray and the cats dislike the smell and do not go near it.

Every year I put out moth balls around my flowers and it keeps cats, dogs and any other little varmint out of the flowers.
