In the US, it would be the University of Phoenix Online, with over 117,000 students.

It changes from year to year. It looks like Ohio State is currently the largest university in the US. University of Texas and University of Minnesota are close -- and sometimes surpass Ohio.

It looks like SUNY is the largest university system in the US -- but since they are spread out over a number of campuses, no single campus is as big as these.

I would not count the University of Phoenix for a few reasons -- being online, they do not count the students on a single campus -- and would fall behind SUNY if you counted everyone. Also -- it is impossible to tell how many of their students ar full time. Thirdly, their numbers can't be trusted. They recently pais a $9.8MM find for illegal recruiting practices and are under investigation for padding their placement numbers. It wouldn't surprise me if they were padding their enrollment numbers, too. Besides -- it is a For Profit corporation -- not a real university.

If you're basing it off enrollment, the largest in the United States is The Ohio State University, with 51,818 students. Arizona State University is second with 51,234 students, and The University of Florida is third with 50,785 students.
