I think it was Tacitus, who lived at the right time (about 55-117 CE) and is the author of the Germania (see http://www.powells.com/cgi-bin/biblio?inkey=65-9780674990395-2).

The subtitle of Germania is given as "about the origin, geography, institutions, and tribes of the Germans" on this site: http://www.geocities.com/Athens/Sparta/9909/literature2.html.

Paul Halsall's excellent Internet History Sourcebook has a translation of the Germania here: http://www.fordham.edu/halsall/basis/tacitus-germanygord.html.
