Dance music is pretty crap but New Order have maintained a reputable standard since the early eighties and I have heard BLUE MONDAY played in night clubs all over the the world in last 20 years and it still seems to strike a universal chord of joyousness everywhere so is it the best dance tune ever?

Blue Monday is wayyyyyy up there in all time great dance tunes with Depeche Mode's "Never Let Me Down" and "Obsession" by Animotion for all time great dance songs.
I still go spastic on the floor for "Hyperspeed" by The Prodigy.

I don't know about ever but it is pretty infectious. It happens to be the ringtone on my cell phone right now so I get to hear it quite frequently.

wow, sorry dude. you read too much Rolling Stone and Spin. Just coz everyone says its the greatest dance song of all time, doesnt make it such. There are a million others that are better, but you wouldn't of heard of any of them so forget it.
