"step sister" would mean that one of the people that purchased the home was a parent of hers. Also means that one of them is not a parent of yours. Yes she can sue. Anyone can sue, winning is a different matter. Mostly depends on the will or the last resident of the home.

You can sue for anything but winning is another matter. How would the sister with her name not on the deed think that she is entitled to the equity? Was she paying half the mortgage?

more info is needed. How was the home titled, who died and how is she entitled to sue. But to answer your question yesany one can sue --will they win? who knows
