If you want your car and your daughter back, you can report it as stolen. Of course if you do, it opens up a court case and you'll need to go to South Carolina to get your car, get your daughter out of jail (if you wish) and go back for court related matters. Do you have any other choices? I think it's fine to report it as stolen, but it creates a lot of work for you. If you know where it is, you can get a private company to repossess it and you'll have to pay them and go get the car. I can't think of a way to avoid you making a trip to South Carolina except by paying someone to pick up the car and deliver it to you and you'd probably have to pay for that person to get back to S.C. Since you let her borrow the car, it's your word against hers about taking it out of state. It's not the best set of facts to convict her of stealing the car, but it's good enough to get the police to seize the car. Anything you do is going to cost you money.

You can report it stolen...but remember, you can't change your mind once she is arrested.
