I had to answer this because I actually tried once when I was little, and it was the moment in history that my parents realized I was destined for a career in science.
Quickly within my experiment, I realized that each lick was a little different....you'd have to regulate exactly how much of the tootsie pop your tongue toched each time. There I was, an 9 year old trying to figure out a way to get the same exact lick (with same saliva) each time....and realized there was no way I could.
Now that I'm older - I realize also that you'd have to have the same pressure each lick also...not to mention possible unconscious rotation of the actual pop (however slight). Best to leave this one up to the kids who are not science nerds.

I tried it a few years ago, and it took about 180 licks to expose a little bit of the center. It would take a lot more to expose the entire tootsie center.
