The prevailing theory is that water came frome " water babies", or meteors and debris from the kuiper belt, during the formation of the earth. The metoeors are said to be compsed mainly of water ( in ice form). I don't buy it. That is way too much bombardment, considering the amount of water on earth today.

Great Question, because nobody can say for sure , it is a topic that needs more thought . I think the Expanding Earth Theory explains a little about this.

Water i's just a combination of elements. Water is made of Hydrogen and Oxygen, which are two elements present throughout the universe. In the earth's case, they combined in such a way as to result in the substance we call water, when the earth was formed.
