Mist is where visibility is greater than 1000 metres and fog is where it's less than 1000 metres.
Both are caused by excess water vapour in the atmosphere. The colder air is the less water vapour it can contain (look up saturation vapour pressure for more info), this is why fog and mist occur more in the cool mornings and colder days of winter.
Fog simply contains more water vapour that has condensed into water droplets than mist does.

The difference between mist and fog can be defined by motorway drivers.
A mist is when visibility drops down to 500 yards and nearly every every driver in the UK thinks it's time to switch on their rear fog lights and dazzle everybody else on the road.
A fog is when that same driver says "I'm not driving in that, I can't see where I'm going". Unless of course you are a BMW or Chelsea tractor driver when you will then drive at 90 MPH into zero visibility, with the full protection of a bank of spotlights on the front of your car.

A mist seems to be more toward a form of fog that is about ready to fall. Fog can be in various concentrations, but when the water droplets get big enough, they fall.

Trevor is correct. If the visibility is less than 1000m it is fog. If it is more than 1000m it is mist. The formation process for each is the same.
The visibility definition is used by the World Meteorological Organisation and the Aviation industry. Every airline, pilot and meteorologist uses the same definition.
