judging from the democrats standing ovations, i thought everyone agreed with bush's plans. Why would i want to talk about that?

He doesn't have a line-item veto.

The line-item veto has been ruled unconstitutional more than once, because it upsets the system of checks and balances (it gives undue power to the Executive, to the detriment of the Legislative).

Right on, but all Bush can do is VETO and send it back, Finally someone that noticed Pelosi lied and went back on her word to remove that part of the bill. Good job!!!!!!!!!
OH yea and how much dose she get for a ton of grapes 3000.00
