Urine is very acidic, so if you got some lime (you can find it at any home improvement store) to sprinkle around your shrubs, it would make the soil more basic, and the shrubs should turn green again. But I would suggest finding something to discourage your dogs from urinating on the shrubs. Hope that helps.

Dog urine is hard on plants, shrubs ...
I would go to a nursery and purchase a spray which will keep dogs, cats and other critters away.

Try spraying the bushes with fresh water in hope that the urine on the branches as well as in the soil can be diluted down to stop the burn marks on the the plants.

that is the trouble with pets and pet owners. they might walk with a bag but never give their pet a tug on the rope, they just stand there and wait your plants die, they never think about the other people, just their stupid pets. I don't think your shrubs can be saved, because there will be more dogs.

You can try overwatering them to dilute the urine in their roots. In the future try spraying them with those dog repellant odorants.
