I'm not sure how responsible you are but proving that you are and a well thought out list of reasons it could be vital for communication, safety, etc.
And doing your chores and I love you Mom and Dad never hurts either.

tell them they can keep it and only give it to you when you will be away and they may need to call you.
suggest a prepaid phone so you can't run up the minutes.
do research yourself to suggest a good plan for you.
i think trakfone is best.
tell them they will have it most of the time but you will just use it when you need to call them to pick you up from a school thing.
because pay phones are going away.

you probably should tell them that in case of emergency at the school you would be able to call them or in case of danger anyway im 16 now but when i was around your age i had a phone 2 but i hope i can help you need any more advice you can email me at www.laneewjersey@yahoo.com

i ahd to tell my dad that i was only going to use it for emergancies and that it would really help when i go to the mall, or to a friends house he can always get a hold of me, and we can always be in touch. tell him that you promise to pay all the bills, and if you don't want to pay the bills, he can take the cell phone away.

well this actually works so i hope you will try it:
you have to come home way late and every time they ask you where you been just say you tried to contact them but you did'nt have a hold of a phone.
