Blood circulation is generally lower to the extremities, which makes them feel cool or cold to the touch. That includes the penis, too, unless you're aroused.

Are you circumsized? If so, maybe it's because not enough blood flow is getting to the area. I wouldn't be too worried about it, but if you are worried, call a dr.

It's distal circulation = it's at the terminal end of something, just like your toes and finger get chilly first. No need to worry.
