You should have no problem finding an apartment at that price. One of the best resources these days is probably Craigslist. Click below for a full listings of rentals in Reno.
If you aren't currently living in Reno, you'll want to do some research and understand which part of town you want to live in. As in any city, there are nicer areas and not-so-nice areas. If you have any questions on the different parts of town, please feel free to contact me.

You can get plenty for that price range depending what City/State you are in. I love in Charlotte, NC where the average two bedroom apt. seems to run around $700 give or take. Do an Apartment Search for your area. I don't think you'll find anything as low as $400 even a one bedroom in a good neighborhood. But you'll probably find something $500 and up.
