I am trying to figure out why a nail rusted faster in regular tap water then a nail in tap water with the addition of 2 tsps of salt

The addition of the sodium chloride probably cause ferric chloride to form between the iron and the chlorine. No doubt this changed the ability of the nail to oxidize. Look up the properties of iron and its chlorides and you'll probably find the answer.

look at what types of compounds can be made between iron and chloride and you will have your answer
