It's called a Salamander and it comes in a few species. Not sure about the tongue, etc. But it defnitely is poisonous to a certain extent.

I am not sure about the jumping, white tongue, and poison; but there are 2 lizards that fit the superficial description: the yellow spotted tropical night lizard native to Central America, and the yellow spotted Yucatan spiny lizard which can be found in Mexico.

There is Ambystoma maculatum, the yellow spotted salamander, but I don't know about it being poisonous. It is sometimes kept as a pet, so I'd think not. It is carnivorous and has teeth, but I couldn't find a description of them.
