#1 can you own one legally in WV, almost all states in the US will not legally allow a animal that is considered local wildlife to be housed in a private home. Even if it is de-scented. Why? Because all pets need to be vaccinated, but there is not proof that any domestcated animals vaccines are effective on a wild animal not of the species. You will need a rabies vaccination and there arent too many vets that will give you one, much less not turn you in for owning one. Since a skunk is of the weasle family then you are not likely going to get a vaccination for cats from a vet.
#2 can you deal with the aggression they will show you and your entire family after 1 year, After a skunk becomes sexually mature they will not care who you are or that you own it, they will attack you regaurdless. keep in mind most people will sell you a De-Scented skunk NOT a nuetered skunk. You will have to have that done yourself in most cases. Skunks have sharp LONG teeth they can do serious damage to you. BE SURE I have raised orphaned wild ones, for release. Also have had to go through the rabies series of shots due to a mother protecting her babies, and required 17 stitches in my arm and leg.
#3 can you deal with the fact they can not be housetrained 100% they are by most 3 generation wild raised skunks. Meaning they have only been in human care for 3 generations. This is not near enough time to be considered fully domesticated.
#4 They are super intellegent and destructive, you usually can not keep them in the house.
Think thats enough against the buying of so called "domesticated" pet skunks... dont do it.. I can promise you its not worth the money you will pay for one.

I know there is a Swap Meet in Portsmouth Ohio that sells them. It comes twice a year, once in the spring and once in the fall. I am not sure of the exact dates, but I found it when I went to visit my grandmother and tried to get a hotel room at the Super 8. If you call them they will know the exact dates. They are on US 23 in Portsmouth.......Good luck.

I'd have more of a problem with smelling bad if the skunk sprayed on me so I'd go with the porcupine. Besides, I wouldn't be that dumb to get near the porcupine.
