By far the most savage fighting took place on the eastern front between the USSR and Germany. The battle for Stalingrad was the bloodiest campaign of the war. Over 750,000 casualties on each side with over 6 million troops participating. That kind of makes Normandy look small. In all there was over 30,000,000 casualties on the eastern front.

It's kind of a good question despite the fact that there is no single right answer. Strictly speaking it would be the battle that had the highest rate of casualties for the number of participants, but as there were countless (and that's not to diminish their significance) small battles with very high casualties you'd end up picking one of them rather than the one of the one's that were remarkable for their vast numbers of casualties (such as Stalingrad with 2million casualties). But if you are measuring the 'savagery' in the sense of the total abandonment of the 'rules of war', the guerilla warfare in occupied areas of the Soviet Union would stand out, as would the Battle of Warsaw (between Jewish partisans and the Nazis). If it was 'desperate savagery' then the Battle of the Bulge would figure highly, as would Iwo Jima. If you add in the difficulty of the terrain or the environment, then the Owen Stanley campaign in New Guinea would rate highly, as would Omaha Beach and Monte Cassino. In terms of civilian deaths the Battle of Berlin would be up near the top (with 150,000), but eclipsed by Leningrad (1 million dead from starvation), and the campaign in East Prussia which resulted in half a million military casualties, and 300,000 civilian deaths.
