Breasts are primarily made of fat so when a woman has less body fat generally, her breasts will be smaller too. Athletic women tend to have low amounts of body fat and so you see few female athletes with large breasts. Female figure skaters also tend to be young (teens to early twenties. Michelle Kwan is considered old and she's 27. Young women and teenagers tend to have smaller breasts since they are often still growing and maturing. It could also be a matter of curvier women tending not to choose athletics for whatever reason.

If you will notice almost all female athletes do not have very large breasts.
I mean how hard would a female swimmer have it to tread water with a set of 38's 0r 40's.
And with them 40's leaving the uneven bars would throw the owner way off target.
Ya know how when you stop a truck real fast with item in the back. Well.. there's a double reaction. Right?.
Well...., That's the same thing with them Big Breasts.
When the man on ice throws his partner up in the air & she has the Big Boobs, there would be a double reaction when she comes down, which would play against the balance factor and a possable accident might occur.

For two reasons. Breast are really just fat and when women are very athletic they are less likely a accumulate fat like other women do. Some times due to genetics a woman will grow larger breasts no matter how much she works out. Now I am assuming here that the larger breasts will make it hard to do all of the moves figure skaters do. Probably throws everything off balance of something.

I think all has to do with the fact that many of them are sooo young, and... add the fact that they exercise so much, it's hours and hours of cardio and ON ICE, which makes bodies burn even more calories... now, they have great butts because of the muscular work they do... but breasts are almost all fat, no matter if you make your chest muscles grow, it won't make your breasts grow. Then... remember they wear very tight suits, they don't want their boobs bouncing here and there....
Now, remember Tonya Harding? she, and the other girl in that scandal were not flat!

I think most of the answers given are misleading. I believe there has been a deliberate effort to push youth into the glamor events., ie skating and gymnastics. if you go back to the 40's - 60's you'll find the women were larger. remember the eastern European athletes?

2. Competitive age is typically pre-pubescent (8 - 14 yrs old). Olympics have tryed to level the competition by limiting age to those above 16 yrs old. Many ice-skaters exercise so much that even if they've reached woman hood, the exercise interferes with their ministration cycles --- keeping them looking pre-pubescent. Typically, ice-skaters develope breasts after their retire; due to allowing body to blossum instead of stopping it with exercise.
3. Fashion is to have no-boobs; ice-skating & actors & models. A competitive skater is looking to create long-lean lines, and curves don't fall into the equation.

Yuna-Kim, but I think Mao Asada, Caroline Zhang, Mirai Nagasu, and Sasha Cohen are the best right now :) Michelle Kwan and Kristi Yamaguchi are the best but they aren't competing. Sasha Cohen is one of the best too! But she didn't retire
