Because it's more fun to drown in snow and kick it all back on the sidewalk the nice man just shoveled! lol

Because they havent gotten to the point where society has convinced them that fun is not normal. plus its not in the kid handbook like the other person said and its like rain puddles
As a child fun is the priority outside of school and no point to acting like an adult until you have bills, LOL

Because they wouldn't be kids if they did. They are wanting to have fun walking in the snow. And pretty much tracking it inside so you will hollar at them for it. Kids will be kids.

Because they are kids! It is great fun to run in the snow, throw snowballs etc. I am 29 and still love to do this!
