They are the four quarters of the graph. The quadrants change as you cross the axes.

Essentially, the 1st quadrant is where x and y are both positive. The quadrants are then numbered in counter-clockwise order. If you can remember that, it'll do you well.

More specifically, the quadrants are defined as such:
Quadrant 1: x positive, y positive
Quadrant 2: x negative, y positive
Quadrant 3: x negative, y negative
Quadrant 4: x positive, y negative

If you draw this out, it'll be easier to remember.

A linear graph is in y=bx+m form. Basically whatever is after the +, so the "m" part of the equation, is what is on the y axis. So if is +5, you go to 5 on the vertical axis where x = 0. The other part of the equation is the slope, where the top number equals how far you go on the x asix (right to left), and the bottom number equals how far you go on the y-asis, up and down for your next point. You keep repeating this both ways. To go the other way, just make the numbers negative and follow them. When you have a large enough line, just put arrows on the end.

The first quadrant is the upper right corner of the graph where x>0 and y>0, the second is the upper left where x<0 and y>0, the third is the lower right where x>0 and y<0, and the fourth is the lower left where x<0 and y<0.
