This could be a few things, first of all it could be that your Network/Ethernet card is not installed properly, you can check this in Device manager - Network Adaptors - If there is a Question or an Exclamation mark this means the drivers are not installed if there is a red cross, this means that your ethernet card is disabled and you simply have to enable it.

Another thing i would recommend you do is restore your browser settings to default and remove any dial up connections that may be set as default and in LAN setting make sure the box that says 'Automatically detect my Settings'

Also make sure that there is no static IP Set

Without knowing exactly uour setup...

I would venture a guess that your Network Card is not installed correctly according to windows. Go to your PC's device manager and see if there is any devices with a yellow question mark or red X on them. If so is that your network card? Re-install the device driver for your NIC and it should work.

If the above does not work, try resetting the router back to factiory default. Generally there is a little button on the device sometimes on the bottom sometimes near the power that says RESET. Press it while it is plugged in and it will put it back the factory default settings. This will ensure that it is not the problem as well.

My cable internet used to go offline for a few seconds and would screw up my connection, and this is how I used to get it to work again:

Using Internet Explorer, go to Tools > Internet Options. Click the Connections tab, and click Setup. Select Connect to the Internet, click Next. Choose from a list of Internet Service Providers, Next. Click finish.

If you have a Local Area Network icon in your system tray (in the corner of your screen next to the time), click on it, click the Support tab, and click the Repair button.

Hope it helps.

The problem you are having has got nothing to do with your router since you said everything was fine prior to the installing of windows - i would suggest you to check your network connection to see if the router is configured properly

we have to consider also the router that you are using... please ask also your Internet Service Provider if your router is compatible with the Service...

If you can connect to the internet using the direct connection to the modem, then it is a router configuration problem... you can also contact your router manufacturer for the configuration...
