You need to look at your legal discription of your property, this tells you where your boundaries are. You can also get this information from the person who servyed the land. Depending on where you live some things may apply: you can not put up a fence 2 feet from the boundary line, some it is 10 feet. Check with the court house on your rules and regulation just to stay safe. If it legally not your you are not responisible

You need the plan of your garden, the areas you are responsible for will be marked off in red, I wrote off to get mine quite a few years ago but memory is crap and cant remember where I got them. Call your local council Im sure they would know, even if your house is private they can help with this kind of thing.

The neighborly thing to do is to go 50/50 with your neighbor.
Other than that, wherever the fence boards are facing to (2x2 on the other side) is that persons responsibility (who can nail them without going on the neighbors property)

If you are a home owner you should have your property surveyed so you can be sure where the property lines are.
If the fences are within your property, you are responsible for them. This means of course that the neighbors cannot ruin, paint, or destroy them.

if its YOUR garden, then the fences are yours too.
now if its a border on a neibors yard,
then its whoevers yard in circles.
so if all 4 sides are on your property, and you are benefiting from the fence,
and one or two sides touch someone elses, then its yours.

Look around your garden, if theres a fence its yours, if it falls down onto someone elses garden its their responsibility and vice versa.

generally the rule is you maintain the right handside. if you are a council tenant then the fence is your responsibilty,if you are a council tenant and your neighbour is a private owner then the fence down the middle is your responsibilty.
