I don't agree with Limbaugh, who I think is often a jerk and a hypocrite (see his anti-drug rants from years before he became an addict).
However, I do agree with you that the NFL gets a free pass regarding the behavior of its players. They're very good at playing down things like fights, arrests, drug problems, and anything else that might damage their reputation. I think some people give the players more leeway because they play such a violent sport, so perhaps such behavior is to be somewhat expected off the field. I think it's tough for some of those guys to be monsters on Sunday, then turn that off immediately after the game. It's not a good excuse, but I think it is part of the problem. So is the fact that these guys are thugs well before they play pro sports, and many would probably be involved in the criminal life if not for sports.
And I agree, too, with your rankings. The NFL is just such a powerful media and marketing machine that they can take care of their problems - look at what they did with Playmakers on ESPN a few years ago, making them pull it because it depicted the league badly. How did it do that? By portraying steroid and recreational drug use, adultery, etc. - things we know would never really happen in the NFL.

Sometimes the marbles in Rush's head roll around a bit and this is one of those times. I agree the NFL gets a free pass for some reason when it comes to bad behavior.
The problem with the NBA is perception which was brought about by the players themselves. They opted for the gangsta image some time back and it has stuck with them.
My rating would be NFL (the Bengals alone lead the list), NBA, MLB and NHL. I listed NHL last because you don't hear a lot of players running afoul of the law and as far as fighting, it's part of the sport. They have sold that aspect since day one.

I'd guess the NBA, becuase there are fewer NBA players and therefore anything they do is easier to remember because the players are more relatable than the helmeted 50 man teams in the NFL. You can begin to learn who's who in the NBA a lot easier than you can for the NFL, which is why I think the NBA gets a bad wrap.

it goes MLB, NBA, NFL, NHL...here's why...
MLB- if you consider the steroids no brainer
NBA- there off the court stuff is more magnified because you only have 15 players on a roster
NFL- Larger number of people in trouble than any other sport, but also a larger number of people not in trouble... lots of roster spots (this goes for all teams but the Bengals)
NHL- when's the last time you have heard of off the ice incidents, not very often as for on the ice... fighting is a welcomed part of the sport.

Limbaugh has a point, although he may be a bit biased in this regard. After all, he was fired from Monday Night Football when he made his comments about Donovan McNabb. Even then, though, his comments did have a ring of truth to them although it was certainly politically incorrect. There have been books written on the subject of how many ex-cons are playing in the NFL. Your rankings look right to me.

1)MLB too many people juiced up
2)NBA-don't even have to state what all happens there
3)NFL-some trouble, but think about how many players they have

every league has its good and bad guys the nfl and the nba seem to have the most press cause they are making the most money, but in every sport there are thugs, its the mentality of playing sports

Both leagues are full of thugs. problem is you take a bunch of poor, low income kids and throw ungodly amounts of money at them and they don't know how to behave. Never have to grow up, and since most of them were granted free pases through school, don't have the intellegence either.
