What about the lovely grassy areas around the Arch (between the car park and the Arch) or the cobbled walk along the river?
Either would be a lovely place to propose.

I think it would be nice to go somewhere for the weekend and ask her. There are some nice bed and breakfasts in the area, and you could plan for all the privacy you want.
But if you want a single location, there are some good ideas above: Jewel Box, Shaw's Gardens... I think any place where the two of you have some special history is good.
One neat idea that comes to my mind is the archway in the Grand Hall at Union Station. The one where you stand at one end and whisper, and the other person standing at the other end can hear you. You could have her stand at the other end from you and start off with one or two silly things, then surprise her with "Will you marry me?" When she spins around, be ready to go down on one knee.
It's not so private, but the hotel concierge could probably give you an idea of a time when there aren't many people around. Even better if you stay at the hotel for a special weekend (but only the historic part of the hotel). I think Union Station is one of the prettiest places in town, but I may be biased because I got married there.

There's a great loft in downtown St. Louis with roof access and the best view in St. Louis.
On this roof, you can see the arch, the PD building, The City Museum, Union station, ScottTrade Center, Edward Jones dome and so much more. The city lights are absolutely spectacular.
If you talk to the owners and tell them your story, they might grant you access.
Also, in one of the crawling tunnels in the City Museum, if you're girl would be into that.

I agree with Glen. But, I say take her to the top of the arch, and tell her some sweet stuff while your up there, "I can't give you the world but we're both standing on top of it.." It's the littlest things that mean the most really. I mean even take her to the Botanical Gardens, or take her to Creve Couer Park and stand on the doc when it's really dark out or next to the water fall... but I think most of all no matter where you are, it's the memory that she will remember.

In Forest Park there is the Jewel Box (they also rent it for weddings) the old foot bridge, a lot of fountains, by one of the lakes. In Tower Grove Park theres the big pond full of goldfish with a fountain in the middle. In the Missouri Botanical Garden (Shaws Garden) You have various gardens including the Japanese Garden also in the Climatron . Laumeier Sculpture Park, the Zoo, Powder valley, as was mentioned. There are a lot of parks in the St Louis metro that have much more in them than a ballfield or tennis court and have scenic private areas, here are links to parks.

I think proposing on an evening horse drawn carriage ride would be nice. It is private and romantic. You can usually find a carriage around the arch, the hill, or the landing area.
